Comments are disabled when you choose safe for children ( made for kids) in settings or if children appear in content. You have a child in a thumbnail of a video, that is a reason why they do that.

I marked it as not made for kids, like usual. Plus I have made countless films featuring my children in the past but never had this problem before. Taking a quick look at my films of the past i can see that the children have appeared on a bunch of thumbnails but comments were not disabled.

Three times i have adjusted the settings to permit comments and three times it has reverted back to no comments 30mins later.

I will try changing the thumbnail now and see if this makes a difference...

Yes, I completely understand a frustration.
I reviewed their entire help file section before I started uploading my personal and later public videos.
I had a few cases where my videos where I am narrating was taken down because of the copyright request from a random fashion blogger. To be absolutely clear she had nothing with my videos and especially not the one in question where I was narrating a fairy tale in my native language, while she spoke English.
I have family memory videos uploaded but because their policy is such a shait even my private videos are heavily edited.
